Membership Meeting for September 9, 2008

Meeting was called to order at 5:30pm by President Steiner.

Mark discussion of not reading the previous Membership Meeting minutes or Executive Board Meeting minutes. Bill made a motion to approve the Membership Meeting minutes of June 17, 2008 and the Executive Board Meeting minutes of August 26, 2008 and September 2, 2008. Chuck 2nd the motion and it was approved by all.
The People meeting is Sept 13, 2008 in Tampa. Bill & Mark to attend. Cathy made a motion for both to attend the meeting. Chuck 2nd the motion and approved by all.
Correspondence-
a. There is steward training on September 20 from 10-2 in Northport if anyone would like to attend.
b. We sent a letter was sent to City Council on the budget review.
4. Presidents report-Mark
Because of some untruth spoke by Management we will be recording any future management meetings.
Council Person Taylor asked the City Manager at the Budget Meeting if the unions were asked to give up their 4% raise in April and he replied yes, which was not true. We were never asked to give up our raise.
Mark thanked the executive board for all of their hard work and the special meetings that were spent on the budget issues. Mark also thanked Irwin for all of his hard work with the media and to AFSMCE International for their help on reviewing the budget.
We would like to thank Larry Bacci for being on the Executive Board, but he has been promoted to Fire Marshall so we now have a vacant board member position.
Also Carolyn Teal is on the City layoff list for September 12, so we will have another board opening.
Mark is going to speak on behalf of Local 2017 at the 2nd budget meeting on 9/17/08.
It will soon be time to work on our contract, which expires next year. We need to start thinking about issues.
Finance Report-
c. August 29, 2008 $3,737.62, $26.00 check written for Surety bond for bank account Financial report signed by Mindy.
d. Membership is 85.

Irwin gave kudos to Mark and the Executive Board for greatly increasing the membership since the election last year.
Bill has been attending the People meetings once a month in Tampa.
All four board members are going to attend the Convention in Oct in Altamonte Springs.
Unfinished Business-
f. AFSCME Council 79 helped pass a new bill to bring OSHA back to City/County governments
g. The City sent an email to the admins that anyone with too much vacation carryover needs to use or loose by end of September.
h. Sue made a motion to our three dues paying members who are being laid off, Carolyn Teal, Tracy Brock and Norm Pickett to write a check for $100.00 each to help with expenses.
Health Insurance-Chuck discussed new plan and some changes. Meeting next month.
Pension-Robert working, but Cathy discussed some proposals, Drop, increase multiplier and health insurance subsidy.
New Business-
We need to be asking for monthly revenues, so we are not in this same budget situation next year. Could be more cuts.
Cathy read the disaster preparedness policy, which was, updated 8/26/06 by former City Manager Dr Lee that we are all essential employees. We will post on web site. Mark is working on the overtime issues.
Next Executive Board meeting is Oct 7, 2008at the Norris Center at 5:00pm.
Next Membership meeting is Dec 9 place to be announced.
